IT exists outside California

If you are asked to name the most IT-oriented state of the USA probably you'll name California thinking about Silicon Valley, And all the IT brands like Apple, Microsoft and HP. And maybe you will be right.

But what to do if someone lives not in California but let's say Florida and needs a piece of custom software development. As for me I prefer to hire the company from my city or at list from my state. This helps to avoid cultural and time-zone differences, so as problems with language communication. Unfortunately, the opportunity cost of my choice is higher cost of programming in comparison with an outsourcing my project. So, this is a trade-off.
